The constant loss of affordable units to the speculative market is accelerating displacement and chipping away at the forever dwindling stock of affordable housing. The intensity of the crisis has led us to explore best practices in preservation strategies to stabilize housing and make it permanently affordable.

This paper outlines the elements needed to sustain a community-centered housing preservation ecosystem that stems the tide of displacement. It consists of two parts:

1. A detailed outline of the ecosystem’s elements, necessary tools, and key considerations.
2. A worksheet practitioners can use to identify strengths to build upon and gaps to fill.
