When Nicole Hanhan first walked into the Boards and Commissions Leadership Institute training earlier this year, she was a new commissioner still finding her footing in the world of organizing and advocacy. What she carried with her was something far more powerful than experience: an unwavering commitment to create a better Bay Area for her community.

That commitment became the catalyst for an extraordinary transformation.

Throughout the BCLI program, Nicole didn’t just participate—she flourished. Week by week, her confidence blossomed as she discovered the leader she was meant to be. Her growth was so remarkable that her fellow cohort members recognized it too, nominating her as one of two commencement speakers to represent their entire group.

But Nicole’s journey didn’t stop there. In less than six months after joining her commission, she stepped into the role of chair—a testament to how quickly authentic leadership can emerge when nurtured with the right tools and community.

Nicole’s own words capture the essence of what BCLI can do:

“When I applied to the BCLI, it was because I wanted to feel more equipped as a commissioner. I wanted to build confidence, learn how to organize more effectively, and be part of a community of people committed to equity. I got that — and so much more.”

Nicole’s story proves that you don’t need years of experience to make a meaningful impact. You need vision, commitment, and the right support system. BCLI provides that foundation—transforming passionate community members into confident, effective leaders who drive real change.

Your community is waiting for your unique voice and vision – are you ready to answer that call?

BCLI trains and supports leaders from low-income communities of color to influence housing, transportation, and land use policies as decision-makers. We work with leaders committed to advancing equitable policies by helping them throughout their placement process and providing individualized support throughout their commission service.

The BCLI training helps participants understand complex and intersecting policy arenas, navigate the culture and language of commissions, and build effective relationships.
