WHO: Pleasanton City Council
WHAT: To hear from the public on how to respond to a recent court ruling that would require Pleasanton to BUILD ITS FAIR SHARE OF AFFORDABLE HOUSING – Will the City follow the MORAL and LEGAL path or will it continue to pander to NIMBY fears?
WHERE: City of Pleasanton, City Council Chamber, 200 Old Bernal Avenue
WHEN: Tuesday, April 6, 2010 at 7:00 p.m. (and again on Tuesday, April 20)
WHY: In a major affordable housing victory, on March 12th, Alameda Superior Court Judge Frank Roesch ruled that the City of Pleasanton’s Housing Cap violates state law. In the first ruling of its kind, the court also ordered the city to complete re-zoning that is required by state law so that it can meet its share of the region’s affordable housing. Judge Roesch ruled the 29,000-unit Housing Cap unconstitutional because it blocked the City from meeting its share of the Regional Housing Need Allocation (RHNA) under California law. Pleasanton must plan for a share of 3,277 housing units, including 2,524 affordable homes, for the period ending in 2014.
The City could now decide to comply with the ruling and start planning for the construction of new homes, especially affordable ones or it could decide to appeal the case and keep fighting its responsibilities under California law.
There is a huge need for housing
that is affordable at all income levels in Pleasanton. The city currently
has a significant jobs/housing imbalance so thousands of its workers must
commute into the City daily. There is an immediate opportunity to build
hundreds of new homes near Pleasanton’s BART station. This
would address major local and regional problems of homelessness and
over-crowding, air pollution,
